Default 98 Z71 no 4WD

Truck is a 98 Z71 with the floor shift 4x4. The Transfercase engages but the front actuator does not extend. The actuator is good, has been tested on my wifes suburban. I have replaced the transfercase switch and last but not least the 20a 4x4 fuse is good.

Actuator plug: I am getting my key on power and the ground is good.

Transfer case plug: my test light is showing power on all 3 wires with the plug pulled from the switch. This is what confuses me, shouldnt only one wire have power untill the tcase switch is engaged?

I am ready to run new wires from the switch to the actuator but the wire colors dont all match.

Please post any wiring diagrams or a picture of the whole harness.

Is thier another fuse or relay somewhere i cant find?

I own both the Chiltons and Hayes manuals and neither one show any diagrams ect.

Thanks for your help.
