Cold Weather Start Problems

Starter problem
08 Silverado. I have a starter that does not engage and just spins on the first try in cold temps...10 deg. or less. On the second try it will start as normal. Warm temps, as normal also. It's as though the bendix does not engage on the first cold try...is this bad, will it last, is it common?
