Default Fuel Transfer pump? sensor?

Hello, hopefully I'm in the correct section. I have a 1998 Chevy 1 Ton RWD with a dump. It has two fuel tanks, but lately something isn't working... The fuel gauge will show me that I am at about half tank (pretty sure that at least is accurate) but I will run out of fuel. It's an unleaded fuel truck, not a diesel. I've been limping it along for a few months now. I just keep it over half tank. When I fill up with fuel, I can only put in 12 or so gallons (half-tanks-worth), then the gas gauge shows that i am full.. again correct. And that IS putting fuel in both tanks! The fuel seems to be transferring from the rear tank to the front, because I always have to add fuel to both tanks but why can't I use the second half of the supply? Engine just runs out when the gauge is around 1/2... What is the deal??

I have a hard time believing that none of you have had this problem... ok, so can anyone direct me to a better place to figure out the problem?
