Default GM Brakes = POS (ABS System)

On my 04 2500 HD when I depress the brake pedal the brakes will work fine until I get down to about 8-9 mph then the ABS will kick in and then I will have to pump the brakes a couple times to finally get this thing to stop. Then this weekend the ABS light started to come on and then go off but while the ABS light came on the brakes worked like they should.

The brakes have done this since I have owned the truck and was told by a few people that there was a recall for this but did not recieve any info on it and have not been able to find anything about it.

I guess my question is:

1.) Anybody have any idea why the brake system does this, and what exactly is the problem? Mine is not the only one I know of that does this on a few buddies of mine that have 2500's and 1500's (2004's back to '99) that do it too.

2.) Is there anyway to fix this without backing the Brink's truck up the service door at the dealership? Have changed the brake pads and rotors more than I care to count and this is really starting to irk the you know what out of me at this point.
