Meaning that the heater only blows hot air when you don't want it. How hot is the hot air? For a 2001 silverado the cost may not be worth the benefit. Some heaters may blow hot air because it's intake is pulling in warm air from the engine vicinity. Try it in fresh air only vs cabin air only. Could also be it is recirculating cabin air that seems warm. That would be an air routing door not closing. Most likly it is the control thermostat. Check linkage from control to thermostat. Check part cost on Rockauto on line first.

Default Heater blowing

First try to reset you climate controll computer. Disconnect your negative terminal for 15 min and turn all the climate control dials to off. Reconnect the battery and turn the key to run not start the truck. The dash will light up and you will hear the actuator doors resetting themselves. That may solve your problem as it solved mine.
