How tow my 1999 Silverado Z71

I am trying to figure out how to tow my truck. 1999 Silverado Z71 4X4.
I follow the directions in the owners manual, but it does not keep the steering wheel unlocked. The manual gives the following directions: Parking brake on-foot on brake pedal-push both the 2high&4low at the same time, hold for 10 seconds and it shifts the transfer case into neutral,then put the shift lever into R for one (1)second, the into D for one (1)second, then into park. This works, but still does not free up the steering wheel. Do I keep it in N and keep the key in accessory position.

My brother-in-law was able to help me out on this. I guess, you just do not move the ignition key to the lock position, just to to the off position and leave it there. The only thing that shows on the dash is the message center. I think I will need to start the vehicle once in a while to keep the battery up. So, now on to a brake system while towing.
