Default Lock Cylinder replacement question

Hi all, I just have a question I was hoping some of you more well versed members can help me with. The lock cylinder on my 1991 Silverado is stuck in the on position so I'm trying to change it out but I took the steering wheel off and there is this nylon/plastic plate thingie (?) which is the next part to get off behind it and I can't figure out how to get it off? In my manual it looks like they use this U-shaped tool to get it off, I have that tool but can't figure out how to use it?

Any insight would be great and thanks in advance!!!
