more hp/mpg

I have a 2009 silverado z71with a 5.3l flex fuel. I want more hp/mpg.. I know they don't really go hand in hand but I want to increase my pulling power but mpg when im Not pulling

Can I get some other specs on it? Gears, tire size, budget? You could go all out or do a small budget build. Possibilities are endless
