my 1998 chevy Z71 issue

I have a 1998 chevy c1500 Z71 350 vortec, I have an issue that I need help with. I have no speedometer or tach. and when I put the trans. in Drive it is stuck in 2nd gear. where do I need to look, HELP!

To the best of my knowledge its on the drivers side inner fender. I have a 5-speed stick so no TCM.
