Default OBD II Port

I have tried to install a Edge Performance programmer in my NBS 07 Silverado with no luck with it activating. I have tried it on another 07 and it lit right up. The dealer has checked it and said it is functioningfine. Are they pulling the wool over my eyes to keep me from installing this programmer (I did not mention to them that I was installing a programmer)? Edge techs have said to check the fuse for the cigarette/power ports. These have all been checked with a voltmeter and they test out fine. Do I need to look elsewhere? Is there a secret fuse I can't find? Maybe I need to bring it to a different dealer for them to check. Any help would be great!
