refinish factory wheel

i have a 95 Z-71 extended cab that i love (350 auto 4wd)
no big mechanical issues right now but i have a question on the wheels
the factory rims finish has been slowly corroding (it's not rusting) from the center
i think they are aluminum?? (see picture)
they seem to have some sort of clearcoat on them and the winters here in Mass have done some damage
any thoughts on how to do some at home refinishing?
also the CHEVROLET banner on the tailgate seem to be doing the same thing
that looks like it needs replacement
any sources out there for that?

mine had the same issue with the rim part. if you want. and it may change the look of the rim just slightly. but. sand down that thick clear coat. sand it all down. mask off the grey areas if you want. sand it all down. then get some 800 grit paper. or 1000 and just smooth out the areas that were cleared. then. get some tough thick clear and re-clear it. your done. as for the banner. fubar. either get a new one. or just take it off and let the tailgate be alone.
