Silverado Emergency brake issue

Newbie to the forum here but have to ask a simple question about an emergency brake issue that I have had on my truck just about forever. Has anyone found a different caliper setup to replace the poor design we were stuck with? Even after a complete rebuild of new rotors and brake shoes I still find I cannot hold the truck on a hill with my boad attached? As anyone knows these brake don't work well when new and I have done complete replacements twice already and needing done again. I hate to get rid of the truck but don't know what else to do. Also if is a 5 speed so park isn't a option.

The emergency brake should hold, is the drum clean? Is the adjustment up to spec's?
I had a ton of issues with the rear disc brake, but the e-brake worked well. When you did the rebuild, did you use after market rear rotor's? I did hence no issues.
