Default Starting problem

I have a 99 Z71 and it wont start. my computer under the dash went bad, i replaced it with one out of a junk yard. Now it will not start. i belive it is the security system. My key does not have a chip in it. any help will be great thanks

The Ecm must be programed to your truck.

not trying to ask a stupied question. but why does it need to be program? with this ecm being bad will it cause my turn signal to stay when ur are traveling at 10 mph and up, and saying service 4wheel drive, and cause the instrument cluster to go off and on. How much should it cost to get it re programed, and will they need the truck?
