Tranny shift in low range 4x4

Tranny shift in low range 4x4
94 Silverado 4L80E-in high range the tranny shifts just fine, but, when I go into low range with OD selected:
The shift points are at 3200 regardless of load or throttle position.
Once it shifts up it will not shift down unless you stop.
Fourth gear/OD is locked out regardless of RPM.
Appears that the computer re-programs it, but wow, is it harsh when it shifts! Is this normal????
