Default Why won't my truck start?

I have a 1996 Chevrolet 1500 exttended cab short box that wont start. It has power everything. The only thing that happens if I attempt to jump start it with another truck is it will only fire 1 time every 2 -4 minutes roughly. What I have noticed is that where the fuel pump relay plugs into, (on the fuse box under the hood) is that on one of the plugs in the box is short circuted and melted. the plastic on the box is melted and the wire that runs the the relay is burnt back, so the relay will not connect to all 5 or 6 terminals in the box. So would this be why it wont start? Because the fuel pump relay isn't making full connection?

Makes sense. No fuel pump would make it kinda hard to start

You might have other issues, does not make sense that it would try to start when you jump start with another truck.
