The wiper motor must not have been parked when the wiper transmission was put on it. I can not remember though does it only go on 1 way?

MDTAHOE's fix should work, if you take the arms off and cycle the wipers you should be able to see the range of the wipers.
Once you turn off the wipers they should "park" and that is where you will put the arms back on at the lowest (near lowest leave some room) location on the windshield.
Make sure you are turning the power off to the wipers with the wiper control and not the ignition.

the wipers go up and then come back down and hit and then go up like 4 or 5inches something is off somewere lol

and by arms the entire wiper arm not just the blades, there should only be the nubs sticking up.

Same as above. Remove wiper arms turn the wiper motor on then off when it stops put the arms back on. They should be in the correct position.

ya ive done that and but when u turn it on they hit the bottom in the windshield

Then they were not bottomed out correctly before. Either you have the wrong motor or you need to bring it to a shop so they can do it correctly.

the reason the wipers were replaced is beacuze snow was on te windshield and when i hit my wipers one of them came out of the joint and only one worked so i replaced the whole wiper arm harness not the motor... would something like this have a modeule??

I feel your pain. Having the same problem with my 97 Z71. The blades hit park, then a short pause (maybe 1 second), then come up the windshield about 3-5 inches, with NO power to them of any sort. Was told by one source it may be the motor or the pulse module from another source. Mine has delay wipers and both the motor and pulse module are "delay" specific so as to match it that way when purchased. Will let you know if I figure it out if you haven't already. May call a dealership to see if they can help...yeah right.
