Default Electrical (exterior light) issues 94 s10 v6

I'm positive the wires under the steering colum are crossed, I have no rear lights except for a 3rd break light, I have to leave my (r) blinker on to have any rear lights at all (Levels is dim, R brigt) and it doesnt blink with clutch in. when I first turn on a blinker it fades into light on dash then blinks slowly, as I push in clutch to turn dash light stays lit ( no longer blinks), I have been told by some the hazards come on instead of the blinker, if any lights come on at all. Please help me trouble shoot this issue. Front lights work just fine. Thank you

Have you replaced the turn signal switch? I'm pretty sure that's the culprit if you only have the 3rd brake light. Is there an abs light also?
