No, in some sections it says "you may not post new threads", and in others it says "you may post", but when you try, you get the message that "you may not have sufficient privileges" Even replying to threads rewards one with this.
You might try using a couple of other browsers with different free email accounts to make some test users, n see first hand.
Just an ideal anyhow.
