Cooling Fan (Hi) will always be on with or without A/C

Cooling Fan (Hi) will always be on with or without A/C
My car is Chevy ORLANDO 1.8 LT (2015).
After 2nd service, I found problem of Cooling Fan. After temperature reached. fan will run on in high speed (with or without A/C on). Blown air is not hot. It can be turn of by E/G turn off.
Condition :
1. Coolant is normal/standard
2. Temperature indicator is normal
3. Blown air by fan is not hot.
4. there is water condensation on hose.
5. No. abnormal indication in meter cluster.
What happened with my car? Now I'm waiting mechanic confirmation.

Does your Chevy have 1 or 2 fans ?
Just a guess / stab in the dark . Check for a " stuck " relay . Often there will be more than 1 of a specific relay used . switch them & see if anything changes .
