Hi all, It has been 35 years since I worked on a clutch fan. I recall that the fan blades are supposed to spin freely. As in when you give the fan a spin it will keep spinning for a moment or two. This one turns stiffly and will not spin freely when I give it a whirl. 03 tahoe 4.8L. Is that correct? Or do I need to replace the clutch?

I'd run the engine a few minutes, then check the freedom of rotation.
Most Clutches will rotate the Fan about a half turn.
You might try going to a parts house, and checking how free a new one is.
