03 Suburban Lift gate unlocking issue

My 03 Suburban liftgate does not respond to key fob or door lock controls. It is in the locked position. Is this a fuse possibly? Which fuse controls this?

I doubt it's a fuse. I'd first look for pinched/frayed/damaged wiring leading to the tailgate, then look at the actuator in the tailgate. One of those is the likely culprit.
