Default 04 Tahoe wiper arm issue

I just bought an 04 Tahoe. I live in an area that gets snow. Usually when it calls for snow I on other vehicles pull the wiper arm/blade away from the windshield so it doesnt freeze to window. I have not been able to move What am I doing wrong?

Default Wiper arm

If I try to move it only pulls away about an inch or two but wont stay that way

Lift blades, install sheet of cardboard, and release the blades...simple, safe, and you're recycling the cardboard.

GM didn't catch on to the wiper arms that allow you to completely pull them off the W/S 'til the 2007s and then only the fronts and not the rear one. Give them another ten years. Maybe if Barry gave them some more money, they could do it earlier.
