07 tahoe - cutting hole in front bumper behind license plate
So we have a unique application that we had on our 2002 tahoe - a front receiver hitch. The primary reason for this is because we have to push our boat into a very tight spot on the side of our house that would not support the full pivot length when pushing the trailer back from the back hitch, so we mounted a front hitch and were happy with it... until the new 07 came out and the wife HAD to have one (OK, me too!).
Of course the model is too new for the hitch makers to have a stock part yet, so we are having to get a custom one made. What we are going to have done is to have them build the hitch so that the receiver ends up directly behind the front license plate box frame in the bumper. We have added a hidden hitch fold down license plate frame that will fold down out of the way when we need the hitch, and then fold back up into place to hide the hitch and the hole required to be cut into the bumper behind the front license plate frame.
OK, so on to the question - what would be the recommended tool to do a very clean job of cutting a rectangular opening behind the front license plate so we can gain access to the custom hitch that will sit right behind it? Dremel? hacksaw blade?
The fold down license plate is mounted to the bottom part of the license plate box opening as the dealer (thanks much) had already drilled holes to mount their license plate frame on top; the holes on the standard plate mount are not the same as on the fold down license plate holder.

A utility knife with a new blade if you are talking about the plastic cover. Hi speed tools will melt it and leave a rough edge. Whatever you decide on, you might try in a hidden spot just see results.
