Your truck looks great with the stock GM PPV rims but your right if you're trying to be less "Heaty" your better off with the covers.
We use the 2010 Tahoes for our K9 officers and the charcoal and black Tahoe's look superb with the black PPV rims...
Just remember from a brake engineering design and performance stand point the PPV braking performance standards are based on a specific amount of airflow from the holes in the steel rims. Engineers designed the rims and the size of the holes in those rims to satisfy pursuit braking requirements.
Steel rims are also used for strength and curb jumping sustainability.
The wheel covers will effect brake performance so you should consult GM PPV product reps to confirm your ok to use them in police duty applications.

The steel wheels have specific sized holes that allow a certain amount of cool air onto the brakes, also allowing heat to escape. If those holes are restricted or covered and the proper amount of cool air cannot get directed to the brake assembly or allow the heat to escape then brake performance is effected.

Does anyone know where I can get chrome wheels skins that will fit the 2010 Police Tahoe? I like the ones he has above on the 2009 Tahoe, but most places say it will not fit on the 2010 Tahoe

I bought mine from Slickcar.net (or .com, I forget). Are you sure they're different? Mine were listed as not fitting the '09, but they fit like a glove. If you're in S. Florida you're welcome to check mine.
