Default 1996 Chevrolet Suburban emergency brake switch sensitive

My 1996 Suburban emergency brake light is intermittent. It was because the switch was being activated due to the fact that the e-brake pedal did not come back up fully.
Is it the spring or e brake light switch or an adjustment.
How do you adjust?
Or is there a spring tension device to fix?

It is free on movement.
