Default 1999 No front a/c

New to the forum so i apologize but it think I am in the correct area. If this has already been covered a link would be appreciated. 1999 Suburban and the front a/c blows but not cold. Checked all the actuators and they appear to all be operable. I have checked the with gauges and it looks like the pressures are pretty close. I have noticed that the orifice under the hood is cold, is that correct? Any help would be appreciated.

I had a bad actuator under the dash on our 2005 Yukon. After taking the cover off bottom, I disconnected the harness and turned the actuator to block off heated air, and ran it a year before buying a replacement Dorman actuator to fix it correctly.

Unfortunately they changed the air box consideribly between these years. I can see air mixture actuator moving on the outside but need to open up the air box to check actual movement.
