Default 1999 Suburban C1500 Won't Start

5.7L engine. Has 60 PSI fuel pressure at the rail test point. Seems to have good spark...tested three cylinders. What would be the next thing to check? Vehicle has a new fuel pump (3 months in service). It ran fine the day before but would not start this morning. It seems to "nearly" start (diesels briefly after releasing starter). Will check fuel rail pressure to see if it holds next. There are no engine codes on my OBD II reader. The only performance issue was what seemed like a misfire or loss of fuel pressure at approximately 40-45 mph when in OD and going uphill. It never tripped any codes though.


Update: Fuel pressure at 61 PSI with pump on. With power off the pressure drops to 50 PSI in less than two minutes and to 40 PSI in about 8 minutes.

How well does it turn over? Does it seem to be sluggish or fast? May be a timing issue.
