2003 burb with weird fob programming problem

Default 2003 burb with weird fob programming problem

So I've gone through both key programming procedures available to me. Firstly by the holding the unlock and cycling the ignition key and also via Tech2 and individually programming the fobs. In both cases I get the lock cycling and on the Tech2 it reports the fobs as programmed. However only the original fob locks/unlocks and blows the horn. On the others there is no response. Reading up on the forum there was mention of synchronising the fobs so stood outside the car and held lock and unlock. On the non responsive fobs the locks cycled....but still no response. Anyone out there with a similar problem?
