2004 chevy Tahoe back hatch won't unlock

I have a 2004 Chevy Tahoe that won't open with remote, The fuse keeps blowing. I can hear the locking sound when I listen by the hatch

does the fluse blow only when the lock is actuated or as soon as the fuse is inserted?
