Default 2008 - 2nd row captains chair loose arm rest
It will spin 360 degrees and I can't tighten or loosen the bolt.
Any idea how to fix it.

I suspect you will need to remove the arm rest completely and see what is broken, there should be a "stop" on the seat side of the arm, it would be my guess that its broken off or has some how gotten mis-aligned...
