I dont know that a secondary air pump system would kick on cold. Why do you ask, I wonder?
Emissions started in CA, with the PCV valve. That wasn't a bad idea. My father's old 1948 Studebaker just had a pipe that came out of the block and went down to the bottom of the flathead I-6 motor, releasing fumes into the atmosphere. If I recall correctly, some motors had a smog system that didn't use a smog pump. I've never seen one, but read about them. The external vanes were supposed to keep dirt and dust out of the system, but they didn't work well on my father's 1969 C-60 medium-duty smog pump. I think I changed out 6 pumps as that they were not required on a medium duty truck, so it went "bye-bye". I plugged the exhaust holes up with steel plugs. CA has some of the toughest smog regulations in the country, bar none.
Are you talking about the vacuum pump for the brake booster? If so, no, the 2014 suburban would not have such a pump as it's not necessary. The larger engine provided more than enough vacuum for the brake booster to work immediately. Smaller engines such as the 1.4L turbo used the in the Encore, Trax and others, does need the brake booster vacuum pump. Without it, the brakes barely work on initial startup. Every time you step on the brake, the pump runs. Took me a little bit to figure out what the noise was on my daughter's encore.
If it has the air ride suspension in the rear, there is an air pump in the left rear behind the tire that inflated the bladders on the shock absorbers.
