Default 84 Diesel Suburban Cruise Control Problem

I'm New to These Forums So Please Bear With Me.

I have a 1984 3/4 Ton 4x4 Silverado Suburban with a 6.2L Diesel. The Cruise Control in it works only once in a while and when it does work it can't hold the speed steady. (Ex: if you set it to 65mph, it will drop as low as 57mph then throttle up to almost 75mph and then back down to 57 again, etc).

I checked the Vacuum pump and it seems to be working just fine.

Anyone one know what the problem here might be?

Is there a vacuum storage reservoir? Check for vacuum leaks.

No. Just the Vacuum Pump near the firewall. It has LOTS of vacuum.
