Default 96 Tahoe Right Turn Signal Issues

This one has me stumped- for the longest time, if I use my RIGHT turn signal ONLY while burning either park or headlights, after signal has been on for more than around 30-45 secs, it then 'locks up' and freezes in lit position. It will then give a single buzzing noise when trying to use again. It will actually reset itself after a few minutes of all lights being off.
I have replaced all bulbs, relays, and even the universal switch.

Could anyone offer any other suggestions on how to repair?

If it was a bad flasher, would it also not cause a problem with my left signal and also even if the other lights were not on? I don't know- like I said I thought it was a bulb, a short, or a relay..........
