99 blows dash-taillight fuses

We've had our '99 burb since '02, it has consistently blown the fuse(I think it's #9) for the dash/taillights; but only when the lights are on & the vehicle is running at an idle, or if I leave the lights on with the vehicle off. It has never done it while going down the road. It does not do it every time, but more than occasionally.

I had a 99 that was doing similar things. I would also make it act like the bulb was shot. Take a look at the circuit board in the tail light assembly and ensure that crud has not built up and created shorts. I had to clean mine thoroughly and then ok.
