Default 99 Suburban C1500 AC Problems

Problem: Air (hot & cold) blowing out foot vents only.

Already Tried: Replaced existing controller with used controller. Replaced "mode" door actuator with new one from parts store.

Other issues: AC recirculate does not light up on either controller. If the "fresh air" door is broke, will it still light up?

Comments: no matter were I put the vent selector it blows at the foot only. Are there possibly some fuses that power these actuators? Maybe I have two bad controllers? Maybe parts house sold me a bad actuator?
HELP

Thanks, Eric

There are 3 actuators in the truck. Maybe you changed the wrong one. Maybe the door is jammed and the actuator is still good.

Thank you sir. How would I know if a door is jammed? Is there a way to test these actuators off the vehicle?

Got 12 volts at the mode door, nothing at the blend door O. Tried both used controllers and nothing.
Sound like I need to replace the controller????
with a new one?

Thanks.

Do not apply 12 volts to the actuator unless it is installed. It will go all the way to one side and get stuck and become unusable. I did this once and had to take it apart and realign the gears to get it working again.

I am testing it with a multimeter - taking the plug connector off and then testing the plug with the key in the on position. I get 12 volts at the mode door but not the blend door (which by the way looks hard as heck to get off - there is a steel bar in the way)

Going to pick up a new controller today since both tested the same.
