Probably a belt idler bearing or something belt driven. Take the belt off and check everything for smoothness turning and any wobble in the bearings.
Is there Fluid in the power steering pump? and clean?

Sometimes we use a piece of hose with one end placed close to an ear and the other end moved around the engine compartment to determine where the sound may be originating or is loudest. You just need to be very careful moving the hose around moving parts when the engine is running.
