Installing new headlights for son-in-law on a 99 Tahoe and need assistance on adjusting the lights after install. Have never worked on the Tahoe before.

Do you mean you don't know what to turn to adjust the headlights? If so, you adjust them from above. There are two holes in the radiator support that allow access. You need a T15 Torx driver. In the vehicles that old, you really need to remove the headlamp assembly and check the adjusters to make sure they have not seized up. Apply some WD-40 to the gears and work the adjusters back and forth until they are free. Then you can adjust your aim without stripping out the adjuster screws.

Exactly, there appears to be a number of places that adjustments can be made. I did purchase new housings but they did not come with any instructions. What are the two rods that stickup through the top of the housing and are squared off on the top? I would assume that there is an up down adjustment plus a left right adjustment.

The two hexrods that stick up are for removing the headlight module.Use a small socket wrench and unscrewthe rods and then pull them out. The headlight unit will then come out through the front of the grill. That's the easy way to change headlamp bulbs and lube the adjustors.
