Can I swap my computers from my 1999 Chevy suburban 1500 2wd to my 1996 Chevy Tahoe 4wd? The both have the same 5.7 liter vortec engine.

Two different years and a 2WD vs. 4WD. I cant say for sure if your ECM will work properly, but its possible since same generation. Are your replacing the motor?

No the computer I have now in the Tahoe hasn't been flashed or someone tried programming it and ended up causing more harm than good. Now's there's a miss in the motor and it won't go away.
