No, it has plenty of fuel pressure. Did some more checking, reason vehicle wouldn't start is that after replacing the PCM I forgot to relearn the passlock module. Oops.

Still have an issue with turning the key off, and for a few seconds the fuel pump relay gets energized by the PCM.
