Default Is this a ground? Where does it go?
2003/2500/6.0
This looks like a ground from the firewall, curious where it goes? Looks like it broke at one end and someone taped it up. I haven't untaped it to see if it is a ground, I figured I would ask here first.

That looks to be engine ground strap (G107). One end screws to the firewall and the other end bolts to the back of the driver side cylinder head.
