Default gutted cats.....

Gonna try to make this story short. Sent my 03 to a neighborhood shop for diagnosis of 3 bad fuel injectors or bad convertors ( engine was misfiring ). I happen to pass the shop aft work and see the truck. The cats were cut out and apparently been hollowed. So i'm assuming these will be welded back in. Mind you i never consented to any work to be done outside of diagnosis. So i ask will the truck now pass inspection, reply, no you need new 02's. Assesses his work @ $400. So my question is will new 02's even work in a busted converter, he can just slap a sticker on it, he is an authorized station. Any and all comments welcomed and appreciated.

Are you sure they (catalyst) were gutted? a monolithic catalytic converter can appear hollow when viewed from the just right angle from a distance... ( you can see light through it , which could give the appearance of being hollow...)
