Still sounds like one of the new lifters didn't prime up all the way. New parts do fail. Or your oil pump is sucking air and causing cavitation. What kind of oil pressure are you running idle/down the road? How many miles are on the truck?

It is always a good idea to pre-prime a hydraulic lifter in my opinion. Definitely sounds like a noise from the valve-train to me as well.

I have installed melling 295hv oil pumps for the dod trucks and the 10296 for non-dod trucks and solved lifter tick issues. One big problem I have seen is the o-ring on the oil pump pickup tube hardens and distorts/cracks/breaks and causes cavitation. It doesn't always result in really low oil pressure but the pump can't supply enough oil to the top end because of it. I installed a 295hv on a 08 last week with hot lifter (loud tap). Cold start up pressure was 35psi and hot idle was 25psi with old pump. New high volume high pressure pump was 75 psi cold start up and 45 hot idle with 10w30. I am writing all this because this could very well be one of your symptoms. After new pump install the engine ran tons smoother idling.

On interstate it quiets down Super quiet to the point where you dont even hear it sits at 35-40 psi for oil pressure. When coming to a stop its super quiet. Then slowly gets loud again. 198,000 on truck

That only looks like 15lbs of oil pressure hot idle. That is to low. I am pretty positive you got a bad pick up tube o-ring. You may still have some pressure but your volume is way down. The noise going away at highway speeds and coming back slowly at idle definitely sounds like a oil supply issue. Plus after installing new lifters and you have what sounds like lifter noise also points towards an oil supply issue. As stated above most of the trucks I have seen with lifter noise where 28lbs and under hot idle. The dod lifter needs a lot of oil to keep them primed up.
