Default how do i bleed my power steering system?

i installed new pump and hard line on my 97 silverado 1500. after replacing both i still have not got the power steering to work correctly even after trying to bleed them for 30 minutes.. maybe im doing it wrong.. any help is appreciated

bleeding procedure...
-after installing the parts but before starting the engine
-fill the reservoir with fluid
-raise the front wheels off the ground...turn the wheels from stop to stop 10X
-check and top up the fluid level
-turn the wheels stop to stop 10x
-repeat until the fluid level stops dropping
-have some one start the engine...be ready to add fluid...you do not want the reservoir to suck air.
-if it does draw in air...the pump will whine but still work...you will have to vacuum bleed the reservoir to remove the air. Some vehicles can be driven and self purge the air.
