Important fuses missing??

Important fuses missing??
This is in my 99 Chevy Tahoe it is four-wheel drive. So I have a brand new battery, a full tank of gas, however my engine will not start . My battery is charged also it is in park. Also if I must add; there are a few Jokers hanging around my area... can someone possibly clue me in on my fuse box photo
