Default Instrument panel issue

Hello
i've a problem with my 2010 burb instrument panel (probably).
The engine check light doesn't illuminate at startup. The truck runs perfectly but for Law enforcement policy in France it MUST illuminate at startup.
I've severe questions:
Have you experienced such issue ?
Does it come from the instrument panel itself or is it a ground issue or something similar ?
is it possible to replace the whole instrument panel (easier than fix it in France) with out programming it ?

There are 4 code families in GM vehicles. P,U,C and B . Your system needs to be scanned for all the codes to see if there are computer communication issues or related codes in the system. U, C or B codes may not illuminate the check engine light when running.
If it's code free then dash may need to be checked.

First to make sure that the bulb for the check engine light is good, don't know if that's LED though.

Second would be to check the fuse for the OBD2 system, on our 2005 Yukon that wasn't working so it also failed emission test, turned out to be the fuse labeled "CIGAR" of all things. Definitely not labeled differently under the hood or mentioned in the owner's manual....

it's a LED soldered on the electronic board. The emission have been checked and are OK.

the check engine must illuminate at startup when you turn the key. This is note the case. all other indicators illuminate.
