Low idle/idle going up and down at a stop light when engine is cold

I have a low idle and it fluctuates when the engine is cold at stoplights. I have a cold air intake, and have cleaned the filter and the front butterfly of the throttle body. Any ideas of what else to do.?

I am not a fan of aftermarket cold air intakes but to each his/her own. You may have a failed coolant temp sensor. Not the coolant temp sender that gives engine temp info to the dash gauge but the sensor that gives info to the ECM and acts like the choke for the fuel injection system. The fuel system will stay in open loop during warm up for a richer fuel mixture required while warming up and then when warm enough it goes in to closed loop for a leaner mixture. The coolant sensor works in harmony with the oxygen sensors. You may also have a vacuum that clears up with a warm engine.
