newbie question. the cross rails on my 2009 Tahoe luggage rack do not move easily. Are they locked? how are they moved? thanks in advance...

Welcome to the forum.

You have to flip up the latch on each side and move the crossbar and then lock it in position. Might show in the owner's manual.
