Default new key fob will not retain settings

Recently my key fob for a 2016 Tahoe was lost in moving. My setting were the #2 settings. My wife is #1 since its her truck. I ordered a new fob, was programmed at the dealer, remote start and all other features work however it will not retain the settings I want. The truck recognizes the new fob as #3. I'm guessing I have to delete the #2 settings and have this fob recognized as #2 rather then #3. The dealer could not figure out how to do this. Any suggestions? Thanks
