Default Not warming up to operating temp

What’s up guys I have a 04 Tahoe 5.3 that isn’t warming to operating temp. The temp gauge always sits below a quarter I already changed the fan clutch like 3 times I ended up purchasing an oem acdelco fan clutch and still having the same issue I did run it without the fan and temp does rise and gets to operating temp I put fan back on and temp drops and stays the same I replace the thermostat as well like 2 times as well no change I have no idea what else to do at this point

Isn't it winter??? Why is "only a quarter up" bad??? Anything within the gauge range is OK.

Are you relying on your dash gauge or have you verifed temperature? You may have a faulty gauge or sender. Is the heater blowing less heat as well??

engine is supposed to reach operating temperature regardless of season. There's no such thing as "winter" engine temperature.
