Question Painting Recommendations

I have done some auto painting in the past, I am not an expert in any sense of the word. I have a 2002 Chev Tahoe. I am seeing some bubbling at the seam of the skin and on the face at the bottom of the rear hatch. In taking a closer look at it, I find it is non-magnetic, possibly aluminum. What do I use to prime over it, so it will properly stick. I've read articles about special techniques required for the fords with aluminum beds. Any suggestions?

When painting aluminum outdrives, internet says self etching primer with zinc. Don't know if that applies to cars.
